A police car (minipato) by my house is giving a loud cry.

Some days ago, I read a story about a town in the UK, where cars illegally parked had filled in many streets since the local police had stopped enforcing the law (due to the budget deficit, of course). I was just reminded of the story when I heard a police car (so-called minipato) by my house giving a loud yet peaceful cry. It was calling out at a person who illegally parked his car. The Japanese police do not often mercilessly give a parking ticket. They often first give offenders grace. Also in today’s case, the policemen gave the driver a good telling off, peacefully acted toward him. However, I think it is necessary for him to look sorry; otherwise, policemen will change their way.
