TEAP: Test of English for Academic Purposes

Today's newspaper says that Jyouchi University and The Society for Testing English Proficiency(日本英語検定協会) developed "TEAP: Test of English for Academic Purposes."
The special feature of the test is testing four skills; reading, listening, writing and speaking.
For speaking test, an examinee will be interviewed by an examiner for ten minutes.
It was developed because both TOEFL and IELTS are too difficult for Japanese high school students.

I hope the test will help for Japanese students to improve their English skills, but I think it's difficult...
Because a lot of students don't feel the need of English skills in Japan.
