My Son's Friend in HIs School

Yesterday, I talked with my oldest son about his new school term from this week.
In our conversation, I asked him how many friends he has in his school.
He replied four.
I learned that all of them are Japanese boys and the group doesn’t communicate with other boys. He told that the Japanese girls in the school are in the same situation as the Japanese boys.
Other students seem to make groups which consist of many nationalities.
Is it a particular character of Japanese?
He can understand English because of his school classes in English for two years.
However his speaking skill is still very poor.
I will advice him to make other friends aside from Japanese in order to enlarge his horizons, but of course I can’t force him to do it.
It’s very difficult issue.
