Government should definitely be allowed to keep secrets. In fact, some documents exposed by Wikileaks caused a disquieting atmosphere among countries all over the world. There are three reasons why government should not be prohibited from keeping secrets.
First of all, government’s keeping secrets would contribute to maintaining security for a citizen. Spillage of the information of soldier working to keep us safe would help opponents to know national maneuvers. It is also dangerous enough for terrorists to get our week points.
Secondly, it could spread panic to the nations. For example, in a famous movie, “Independence Day”, the American president asserted our planet to be saved while not sure the survival chance of humans. Avoiding telling truth played an important role in maintaining public disorder.
Finally, it would help to strengthen trust among countries. Top secrets are so sensitive that statesmen must deal with information carefully. No one could open negotiations with the countries publicizing what happened there to mass media multiple times.

There are three reasons why the government should not be prohibited from keeping secrets.
First of all, government’s keeping secrets would contributes to helps the government maintaining security for a all citizens.

I agree as well. It's foolish to think that the public is educated enough to handle the information calmly especially in a cataclysmic event. But ideally I would prefer that only military tactics should be kept secret. Anything else, such as aliens^^;, should be made public but not publicized in the mass media. Perhaps only by special request at a government office or something...but that will never work...^^; Oh well, I guess that ignorance is bliss...
