I’m writing this essay because I’ve heard many child abuse news every day here in Japan. All of them are heart-wrenching stories. Mass media make a great fuss about immature parents. I’m thinking about what’s wrong, or whose fault. Probably this essay does not disclose any answer, but I think parents may be a kinds of victim and there are something wrong in our societies. Please allow me to write my ideas as I feel even if it does not make a sense.

There are so many kinds of “markets”. “A private assistance market” is one of the markets which work based on market mechanisms without regulations. Private assistance depends on personal donations and volunteers. While, “official assistance” is a social welfare, which means that it is not bound by market principles.
Let me compare adults and children. Elder people can get a lot of supports from official assistance, but children have an advantage in case of private assistance. For example, speaking of organ transplantation, people are willing to donate for a little child, but it is hard for an elder man to get enough donation even if he is poor. It means children are more competitive than adults under private assistance market.
Say another example, more people donate for poor people in Africa and few people donate for homeless in your own country. Thus you would say that African people are more competitive than homeless in your country under private assistance. (That’s example, so the opposite is true.)
In private assistance people can choose any target as they like. There is not rule such as poorer people deserve to be helped. I think what strong segments are in this market;
1. Children; they are pretty and cute. People love to see their happiness. They don’t say critics and drivel. They are the strongest segment in private assistance.
2. Looks Good; Looks is very important whatever you like. Shabby, but not dirty. Pure, not but crooked. They are poor people who don’t have any advantage of you.
3. Sounds Good; Some people don’t want to pay for living expanse, but they’ll pay for education. Some people want to contribute for something elegant. You may hear that Japanese people like to spend their money for education, European people like to pay for eco or mammal such as wholes or dolphins. For American people, I’m not sure, right or arts or something like that.
4. Close, but invisible; In Japan, Asia donation is more popular than Africa, Cambodia is more popular than China, and oversea donation is better than domestic. As you know, donation have a lot of problem such as a rip-off, a controlling, a rake-off, and so on. You don’t want to see a dirty side. Therefore distance is another important factor.
Think all of above, A true weakness might be people who don’t have any competitiveness even in private assistance.

If one thinks about all of the above, the people who are truly weak might be the people who are disadvantaged in private assistance.
My girlfriend works for a NGO specialized in giving out financial assistance to children with good grades in Vietnam. Sometimes we have a debate on the pros and cons of charity work. My personal opinions on this issue are the following:
1. Instead of provide material goods (such as money, food, water, shelter, etc.) which the recipient will spend right away, it is better to provide things with long-term results, such as education.
2. It is better to care for children than old people, not because children are cute, but because if they are well cared for, they will grow up and repay society many many times over, whereas old people will only grow older and die. For old people they only need basic care (like homes for the elderly).
3. Instead of helping the poor, it is better to improve the lives of the middle class and assist the people who would otherwise become poor. Open a school, build a bridge, fix the electrical grids, improve water cleanliness etc. Why? Because when the middle class become the upper class thanks to these improvements, they in turn will start donating money to the poor. And what they can donate will be many many times over the initial amount that you invested to help improve their lives.

I think the private market also gains more attention, particularly with children, because of the underlying fear that poor and harmed children affects the future population in various ways. The cycle of poverty would continue and possibly grow.
