NHK and today’s Nikkei reported relatively extensively that South Korea would sell their military aircrafts to Indonesia. I guess that many Japanese people would feel that Korea behaves dishonestly, since Japan never exports weapons and never makes a profit of them.
(I know that South Korea made great sacrifices when they took the boots on the ground in Vietnam. So, they probably would have the right to act as one of the arms exporting countries unlike Japan.)
Japan is accepting the position of never making profit from exporting weapons and is suffering much losses from that. Weapons that are only used in a country are extremely costly and have lower reliability. If Korea, China, and other countries, besides North Korea, think only of themselves, Japan might change their policy.

Japan is accepting the position of never making a profit from exporting weapons and is suffering much losses from that. // I am not sure, but I feel that losses is not countable even though it's a plural form of loss.
For example, weapons that are only used in a country are extremely costly and has lower reliability.
"took the boots on the ground" I understand what you mean, but this is the first time I have seen this expression. Normally, the expression is "take up arms"
