People who live in Japan say "Cherry blossom bloom twice".

Actually, it doesn't.
(However, there are the sort of cherry blossoms that actually bloom twice a year.)

The sentence means when we feel it beautiful are twice.

The timing of full-bloom is one of them.

The rest is when it is falling.

In addition, "Cherry blossom bloom" is used when students have passed their entrance examination. By contraries, "Cherry blossom fall" is also used.
