1. My wife was cooking in the kitchen while I was working in the garden.
2. My wife was cooking in the kitchen when I was working in the garden.
I think "while" is right and better. But is "when" also right? If not, what's the reason?

"My wife was cooking when I started working in the garden."
"My wife came home when I was working in the garden."
'When' sounds correct to me in your sentence only in special cases where time is very important. For example, if the speaker were being questioned by the police about a crime. It would mean, "My wife was cooking in the kitchen for the entire time (/during all of the time) that I was working in the garden."

My wife was cooking in the kitchen while I was working in the garden. Sounds better if you rearrange it: While I was working in the garden, my wife was cooking in the kitchen.这说明他在gardening的时候,他的妻子在做饭。gardening( 动词)汉与怎么说呢?
My wife was cooking in the kitchen when I was working in the garden. 这里when强调“那时候,你妻子在哪里 ?”
1. 强调的是一个正在进行的活动 2. 强调 的 是 在 特定 的 时间 (当时)
