Overall, German people have a devastating experience of living both under fascist and communist totalitarian governance. Germany was a federal state from the time it was formed 1871. In 1919, it simply went from a federal monarchy to a federal republic. The postwar Federal Republic of Germany was just a recreation the Weimar Republic with a better constitution. Germany is a good place for federalism to flourish because all Germans have significant cultural and linguistic differences between different regions. Thus, there is no any country impose federalism on Germany, but Germany chose it for itself because its unique history.
