Maybe I read the sentence differently and possibly incorrectly. I read it as the [The people who become millionaires] as the subject and as a group. I was reading it has you are saying that chances are slim for people becoming millionaires. That is why I chose the singular verb. Otherwise you are saying that the actual people are limited. Do mean that people are limited?

Just to clarify "The people who become millionaires" is the subject(the group). For example: "people are crazy" is correct, "people is crazy" isn't correct. Your sentence could be interpreted as the chance of becoming a millionaire is limited. In English sometimes there can be exceptions to rules, so my advice is to continue using are in plural situations.
