Depends on the situation, but without context, I would say "contributed"

It's ok to use present tense here.

In this case, either can be used, but the meaning is different.
"It meant we can go there" = something happened in the past. Because of it, we can go there now, or in the future. But we haven't gone there yet. It is talking about a present state.
"It meant we could go there" = Something happened happened in the past. Because of it, we were able to go (in the past). Maybe we actually went, maybe we didn't but had the ability to, maybe we can no longer go now. These are all possible, but we don't know without more information. It is only talking about the state at that time in the past, not the present state.
