I begin began to try very hard to recite learn words to so that I can improve my vocabulary.
Finally, my vocabulary became enough to let allow me to me read and understand the article's mean meaning of articles. By "understand", I mean that just is I can knew figure out what's the article is about.

I began learning English begin 9 years ago.
Because I am lazy, my vocabulary is not very good.
I had very little interest in English until last year.
I'm uncertain if this is what you meant. "Had very little" would mean you didn't like it. (Kind of.)
My English teacher in high school is so nice and patient.
Is your English teacher helping you learn right now? If not, then "is" should be "was."
You "have patience" but "are patient." "I am patient." "She was patient." "He will be patient."
I began very hard to recite words to improve my vocabulary.
More complicated but closer to what you mean:
"I began working very hard, reciting words to improve my vocabulary."
"I worked very hard at reciting words to improve my vocabulary."
Finally, my vocabulary was good enough to let me read and understand the article's meaning. "Understand" because I only know what the article is about.
Now I don't know how to keep improving my English.
For vocabulary, you might look at Anki: http://www.ankisrs.net . It's a fantastic study tool.
You might also look at Learning with Texts to help you: http://lwt.sourceforge.net/ .
Don't give up! With lots of practice, you'll be great! =)
You're welcome! I'm glad I could help. =)
