This is difficult for sure. I had a look and I think the difference is in the use..
1) on alert vs. on the alert.
Both mean 'ready to deal with a problem'
On the alert can be used with many verbs: placed/put on/are and also with no verb (ex. And he could get his wish next month, with a host of top clubs on alert as January approaches.)
On the alert + for something
You can easily say what someone is on alert for with this.
2) Stay sharp vs. on (the) alert
This is about formality and use I think. Stay sharp is informal and colloquial. We can use it for many things. Both for the police/army, or for your mind (keep your mind sharp in old age), or for your language skills (to not forget or become worse at the language).
We can use it to mean 'stay vigilant' or 'keep your skill level high'.
It's a little long, but hopefully it helps.
It's difficult for me, but your explanation are helpful. I don't know why, but on the alert makes me feel as if I were on the scene than on alert does. I can't explain it though. lol Stay sharp associates me of "Edge". Edge is sharp, so you're beware of it!
