Or 'I'll take either, I like them both' or 'Either is fine'

Probably wouldn't use either here. Because this sounds like 'Give me something/anything to drink.' So it's not a choice between two things and either is unnecessary.
Dry as a bone - I guess it works. But I think it's more often used when something is actually dry, not so much for thirst.
Neither of these tools can be used, I needs a smaller one.
Or 'I can't use either of these (tools), I need a smaller one.

Probably wouldn't use this expression in the negative. 'He doesn't take the cake' sounds odd. Probably we would only use it in the affirmative. 'You take the cake.'
