Trade schools (in North America at least) don't teach cobblery.
It's a dead art here.

Your best bet is to find someone in your country who still does it, and apprentice to him.

Honestly it's not really a popular job in my country but I know there are people in smaller areas who design their own leather shoes. I hope you can find a way because it does seem interesting:)
