How do you pronounce 'Council of Elders'?

Sould it be /'kaunsəlɔv 'eldəz/ or /'kaunsəl ɔv 'eldəz/?

Is there a liaison between 'Council' and 'of'?

I think that if it is enunciated carefully, there is no liaison. However, if it is said quickly, it is likely to sound as if there is a liaison. This is not a difference in sound which usually signals a difference in meaning in English, so both pronunciations are possible.

By the way, "əz" looked wrong to me, so I checked it at a site which gives IPA (international phonetic alphabet) spellings for English words. "Elders" should be "ɛldərz"-- notice the different ɛ sound at the beginning of the word, and the 'r' between 'ə' and 'z' at the end.
