They can obtain materials which they want by exchanging or trading.
I think trading covers exchanging, too.
Then they create settlements, cities, and roads using the raw materials.
The winner is the first player who could gets a set number of points by building these elements of civilization.
I changed the verb to "building" to avoid repeating the same word so many times.

I'm a stickler for commas. :) I think it'll help the legibility. I struck the "at that time" because the subordinate clause was getting a bit long and ambiguous, and the past tense leaves the possibility that they might be able to read them now.
