The lights in our lab are flickering. They light up awhile, go out awhile. The repair personnels said that it is because our lab has too many machines. They need to transform the circuits for our lab. But before transforming, they have to make a budget and write an application. So, these days we don't need to come to our lab in the evening and night! Haha! We are so happy! Only our boss is unhappy. :P

The maintenance/repair personnel said that it is because our lab has too many machines. (and the circuits are overloaded)
They need to transform/upgrade/improve/renew/modernise/reinstall the circuits for our lab.
But before that, they have to make a budget and write/submit an application.
This is an idiom "幸灾乐祸" which means someone is happy when the others are in trouble.
In English, "Schadenfreude" from the German, but I'm not sure if that's quite the right word to describe this situation.
"Schadenfreude" is a pretty common, but that would mean you actually are happy because of the misfortune of another person (eg you are jealous of your neighbour's new car, but then it breaks down, so you feel happy). In your situation, you are happy (mainly) because you don't have to work so hard or so late, so that is really quite sensible

I'm not a native speaker of English, but I think it sounds better that way.

Maybe you really mean "the others". I'm not sure
