Japanese people can use universal care as long as they pay the insurance premium.

People pay 30% of medical fee until 69 years old.

Those who from 70 years to 74 years pay 20% of that, and 75 years or older pay 10% of that.

According to the reserch, the latter elderly group has used medical expenses too much, the government will not shoulder it in the future.

Thus, they will increase the rate from 10% to 20%.

It seems to me some elderly people take advantage of the low burden rate and go to a doctor lightly even though they are not seriously ill.
