In Japan, The Ministry of Environment is performing a approach called Super Cool Biz.
For power saving, it's set temperature of an air conditioner 28 degrees, and a casual dress like no tie and a no jacket is proposed.
It was Cool Biz till 2010, it became super Cool Biz from 2011.
Today's highest temperature of Osaka is 31 degrees, so there are a person who still wore the suit in a commuter train.
Although a female dress is a dress suitable for a season, the businessman still seems hot.
Why can't they change? I think it is strange.

The program was called "Cool Biz" until 2011 when it became "Super Cool Biz".

While a dress should be suitable in such heat, the business suit still seems too hot.
