Could you please tell me what venue-shop or venue-shopping means?

Venue shopping is a bit tricky to explain. I mainly know it as a legal term. In a legal setting, venue shopping is when lawyers try to find the court that will be most sympathetic to their case. I've heard it in other settings as well. I guess the best overall definition is "an attempt to find a sympathetic audience." Sorry about the long explanation; I hope it was helpful.

used in the political world when passing law/bill basically if the "GOAL" is to have the economy grow 3% next year there is good and bad point in passing a policy/bill that will allow this to happen.Finding the balance between the good and bad point for a politic goal is called Venue-shopping.
