私はレッドです。ポケモントレーナーです。パレットタウンから来ました。パレットタウンの天気は晴れて時々雨がふります。十さいの時たびに行きました。オク先生はフシギダネをあげました。名前はサムです。サムさんは小さくてかわいくてみどりでした。今、かわいくてつよいです。そして、大きくなりました。よかったです。つよくなるのあとピューターがいに行ってボーラクをけんかをした。

This sentence is present tense. You're trying to convey the nature of the weather of the town, not the weather forecast, right? パレットタウンの天気は晴れで時々雨がふります seems to be the weather forecast.
十さいの時たびに出ました。
If you have come back to パレットタウン, 行きました is fine.
If you're not in the town now, 出ました is correct.
