This just means that the person already is accustomed to something, that they've experienced it before. For instance, say a person comes to play a game of chess, but he/she has played the game many times before. That person would not be a stranger to chess.

"Don't be a stranger" means keep coming around and know the subject and people, be more of a friend than someone no one knows.
