raise and plant の順序 という事は、「苗木を(別の場所で)ある程度育てる」→「適当な大きさになったら植える」ということでしょうか？

cooperatorsよりvolunteersのほうがいいですね。日本語の文章でも、そのほうがわかりやすいですね。
そうです。他の場所で育てて、ある程度大きくなってから植林するらしいです。
ただの海岸林って書いてしまったけれど、正確には海岸防災林で。
これがあったから、津波の威力が少し弱まって助かった人達もいるとのこと。
クロマツさんは身を呈して人の命を救った…ということを英語で書けるよう、
