Use of Too! ( Please help me)

I know how to use To/Too; example- I am too busy to go to cinema. Lit- I am so busy, that's why I can't go to cinema, right?

In English Too has different meanings, also. Such as- She is good, too. I am too(very) tried. Is that correct??

My question is; can I also use Too as positive sense?? Example- You are too good, brother. Does the sentence negative?? Or does it mean- You are so nice??

Yesterday I said to my brother, "you are too good". He said, that is wrong, if your meant to say, "you are so good." We should use "So" not "too", because "too" is negative. Is he correct??
