When I was studying English at my usual cafe yesterday morning, a Japanese volunteer who worked at Freswota school came to me. She reported me about a teacher's behavior concerning the Basic Operation Test (BOT). He refused to carry out the BOT, although all of his colleagues had already done it. Eventually his headmistress ordered him to carry it out and he was reluctant to implement it on last Monday, the 13th.
First, he distributed answer sheets to his students. The students wondered why he gave them the answers instead of the tests. The Japanese volunteer found it and pointed him. He seemed to have lost the test, but he said, "The copying machine is wrong." Of course the copying machine was not wrong. It was he who was wrong. She took an answer sheet and whited out the answers and copied again. However, while she was correcting and copying the tests, he was teaching how to solve the problems.
The average right answer percentage of his class was almost 80%. It was not bad result, but there was a big problem in his behavior. I'm going to report this problem to the director of the Ministry of Education. This teacher should be punished.

He seemed to have lost the test, but he said, "The photocopier wasn't working." Of course there was nothing wrong with the photocopier.

I agree. I think in many cases a teacher could get fired for what he did. I wonder why he was so against doing the BOT...
He might not have any confidence with his class's performance.
