Are these right?
Not quite. "I saw x" is involuntary: your eyes were open, and x was in front of them. "I looked at x" is deliberate: you turned your eyes towards x on purpose. "I watched x" is also deliberate: you turned your eyes towards x on purpose, and looked at x for a long time, concentrating on changes or movement. This is why you "watch" a film (you "look at" it for a long time, and note how it changes). But, for example, you can "see" a person (accidentally, out of the corner of your eye), "look at" a person (on purpose, but only briefly), or "watch" a person (for a long time, to work out what they're doing).

I agree with NikLast's correction, but not with his reasoning. This is a matter of tense. "I look at the picture" is correct, but only if you look at the picture *habitually*, or with a specific point in time mentioned. For example, "I look at the picture every day" or "I look at the picture whenever I'm sad" or "I look at the picture sometimes". If you just say "I look at the picture", it sounds like you mean "I look at the picture all the time (e.g. because that's my job)". If you want to describe your actions *now*, you should say "I am looking at the picture".
