Gentle Cyclists in the UK

Whenever I pump up tires of my bike on the street, some male cyclists come close to me and give me their hands.

They dare not to say directly like "Do you need help?", instead, they say "Are you ok? If you need help, I will...". They say anything gently even when something emergent is happening.

In this case, I think that British are similar to Japanese.

Even if they don't say clearly, I always accept their help because I need to hustle pumping up tire.

Are British men (also women) educated to be gentle and noble? Or I just have come across gentle men?
