The circuit breaker has been thrown

The circuit breaker in my flat has been thrown this morning. When I turn on an electrical stove in my kitten, all lights in my flat suddenly went off with loud noise. It was 6 a.m. It was still dark. Although I went around finding a circuit breaker box in my flat by touch, I could not find it. I gave up finding it and went to work. I sent a mail to my landlord to ask the position where the circuit breaker locates, but he has not reply yet. I'm afraid how I can manage it.

Usually fuse boxes are located outside of a house. In a set of flats, I'd imagine it to be in an access way such as a hall/entrance or outside the building along with the meter box.
