It literally means a slope made of glass, but actually means fragileness.
There is a man who she loves very much, but for some reason, she feels it difficult to go to him to tell her true feeling.
Just imagine that there are an average woman who is not pretty and a super cool guy like a star and every girl is dying to hang out with him.
Do you think it's easy for her to tell him, "Hey, I like you. Can you date with me?"
This inner conflict is referred to as 硝子坂.
"いじわるな あなたは" doesn't necessarily mean that he is mean.
She refers to him as いじわるな simply because of her inability of telling him her true feeling.
手招きだけを くりかえす is also her imagination that he is always beckoning for her, only beckoning.
With this phrase, she is expressing that he is sort of unreachable for her.
Now, do you understand it is quite difficult to translate Enka into English?
Instead, you have to try to read between the lines.
That's what Enka is great about.
As for いじわるな あなたは, she just feels that he is kind of いじわるな because he is "too good" for her to tell her feeling "frankly" and this kind of dilemma makes her feel いじわるな あなたは.

My interpretation is like this:
Even though there might be some way to tell him what's in her mind, she can't do that because she is scared of being laughed at by him.
some way to tell him what's in her mind → 坂
The fear "if she dares to tell her real feeling to him, she might be rejected and laughed at by him" is referred to as 硝子(glass), which is easy to be smashed.
her strong desire to let him know that she loves him → きらきら光る

Actually that word "才女" is not a common word.(It's my personal opinion though)^_^
