Are you using a mac or a PC?
You open the 'start' menu. And then open the control panel. Under 'Clock, Language and Region' you'll see 'change keyboard or other input methods'. Click that. A box titled 'language and region' will pop up. Under the 'keyboards and languages' tab you will see 'change keyboards'. Click that. Then a box title 'text services and input languages' will pop up. Under the 'general' tab there will be a button that says 'add'. After you click that you select 'french'. It will allow you to 'preview' what you're keyboard will do. If that's what you want then you click 'OK'. There will then be a button at the bottom of you're screen (on the opposite side of the start button. It will have letter and when you click on it, it will give you the options for your keyboard. You can switch back and forth depending on what you need.
If you don't want to go through all that this website 'http://french.about.com/od/writing/ss/typeaccents_7.htm' has codes for the accent marks.
If have any questions feel free to ask, or if that was too complicated I can show you using skype if you have that.
I'm not sure about French, but to get Spanish, you go to the 'Control Panel,' then to 'Clock, Language, and Region.' 'Change keyboards or other input methods,' 'Change keyboards,' from there, you click 'Add' and it is under 'English (United States)' as 'United States-International.' Then, to get symbols, you press the ' key and the letter you want to modify. That's how to get at least Spanish, it might cover French too (I don't know what the French symbols are).
If that doesn't work, I would try to mess around with the different language options under that section until you figure it out.
