As I found a flyer which advertised inexpensive reconstruction work two days ago, I called the company.
They said that an area stuff would recall.
A man of the company called about 30 minutes later and promised that he would come to my home at 10:00 a.m. on April 3.
But no one came here, though it passed 10:30 a.m. on the day.
So I called the company's toll-free number, "Although one of your employees supposed to come here at 10:00 a.m., he doesn't appear without a call even now."
The operator told me that he'll check it and let the man call soon.
After a while, our phone rang and I picked up it and said," Hello."
" I'm sorry but I had a visitor.I know that I should have called you.Can I visit from now?"
It was the man who I promised two days ago.
What a poor excuse!
We spared time and had waited him.
Why did he take priority over our appointment?
If they had to do that, why didn't he call and tell us about it?
I said to the man, "As I don't believe the company which can't keep a promise, you don't need to come here."

Area staff doesn't sound quite right either. As an alternative, 'They told me that a staff member who works in my area would call me back/They told me that somebody who specializes in my area would call me back.'
A man from the company called about 30 minutes later and promised that he would come to my home at 10:00 A.M. on April 3rd.
It's not really that big of a deal but to be perfectly grammatically correct 'A.M.' should be capitalized.
By 10:30 A.M., nobody had come here yet.

'Why wasn't our appointment his top priority?/Why did he prioritize something else over our appointment?'

I think believe sounds strange here but it isn't necessarily wrong. Maybe as an alternative, 'I don't trust companies that are unable to keep their promises, you don't need to come here anymore./I can't trust a company that is unable to keep their promises, you don't need to come here after all.'
I think Keeping a promise is common sense.
It's really difficult for me to write in English, but I never give up. ;)
