Question 1:
(1-1) The dog kept on barking till dawn.
(1-2) The dog continued barking till dawn.
(1-3) The dog went on barking till dawn.
Are these all correct?
Question 2:
(2-1) A very tall building was built last month. It is as if it were about to reach the sky.
In this context, does the expression "as if it were about to reach the sky" make sense?
And could you please tell me other similar expressions?

2: Yes, the meaning is completely clear, although it could (arguably) be considered a little wordy. If I were writing it, I would probably use the word "seemed" somewhere in there.
It was as if it were about to reach the sky.
2) Yes makes sense. Others could be:
"pierce the clouds."
"touch the sky."
"reach the heavens above."
If you use "seem" as Jonatab says, which would you like?
(a) A very tall building was built last month. It seems as if it is about to reach the sky.
(b) A very tall building was built last month. It seems as if it reaches the sky.
(c) A very tall building was built last month. It seems that it is about to reach the sky.
(d) A very tall building was built last month. It seems that it reaches the sky.
And if you think of other good expressions, could you please tell me?
If you say "that" then it becomes more literal.
And how about (b), (c) and (d)?
Do these all make sense if not so normal as (a)?
C) sounds like a matter-of-fact statement rather than a metaphor.
D) abandons the metaphor altogether. It makes a statement that the building does reach the sky.
