Suppose you find these directions on the beginning of your examination paper.

(a) You may write in the paper either in ink or with a pencil.
(b) You may fill in the paper either in ink or with a pencil.
(c) You may enter the paper either in ink or with a pencil.

I think (a) is natural in this case.
But I'm not sure whether (b) or (c) is also natural.
How do you feel if you see (b) or (c) when you take an exam?
