Personnel Assesment

Today I studied our company’s salary and personnel assessment system that is different from our parent company’s ones in Japan, because some of my colleagues are complaining about it.
I knew that their salary is lower than I expected.
But we can’t afford to pay more in the view of our company’s finance.
We have to create the budget for more salary by seeking for the efficiency of our current job and deploring our new businesses.
Concerning our personnel assessment system I think there are two main problems.
One is unclear target.
The target should be measurable by figure in order to be objective.
The other one is that the next position that they seek for in future is not reflected to the personnel assessment system well.
We have to set their target and assess the result considering their individual career pass.
