Driving License

I’m preparing for driving test.
People who live in US have to get US driving license although Japanese tourists can drive with Japanese driving license.
It’s interesting we can take paper exam in Japanese.
I can’t understand a below question in exercise.
“You reach an intersection with stop signs on all four corners at the same time as the driver on your left. You have the right-of the way.”
Why do I have? I think I and my left side driver have the same right.
Probably rule is rule. There is no reason. All I should do is learning by heart.
