A huge floating dock washed out by Japan’s tsunami in Tohoku last year arrived at an Oregon beach after one year and 3 months drift.
It is 20 meter long and made of concrete and metal.
Fortunately, it was not contaminated by radiation.
Now the Oregon Parks and Recreation Department is thinking what to do it.
The owner of the dock doesn’t want it back.
The responsibility for floating garbage on the sea seems not to be decided by an international law.

BLUE - For casual/informal blogs and posts it is fine to alternatively use numbers (1,2,3) and words (one, two, three). No one will care. But if it was something formal then you should use words :)
(there are actual rules in formal writing, but it sometimes varies by style so I won't explain it)
It is 20 meters long and made of concrete and metal.
You could also write 20m
Now the Oregon Parks and Recreation Department is thinking about what to do with it.
The responsibility for floating garbage at sea seems not to be decided under international law.
For the words 'by an' that you had before 'international'. You *can* say this, but it doesn't sound natural unless you intend to state an individual law.
A huge floating dock that was washed out by Japan’s tsunami in Tohoku last year arrived at an Oregon beach after a one year and 3 months of driftng.
The responsibility for floating garbage at the sea seems undecided by an international law.
It's difficult for me to find a proper preposition in many prepositions.
Does this make sense?
