Japanese names are strange now

A couple days ago, my little sister gave birth to girl who named "Marine". Her mother and father is Japanese, but the recent parents names their child by English words.
However, the name sounds like English but it has kanji. My niece Marine's kanji is "海音". It can't read "Marine" in Japanese. It was named by meaning of kanji.
"海" means that ocean, and "音" is sound. Moreover, her father's name includes "海" too.

By the way, I think she should to learn English since she was small. Today, every Japanese children is learning English since elementary school.
What should I buy for her? A picture book? DVDs...? Umm...
