If you asked "Who is Japanese Prime Minister?" who would you name? If you don't know Japanese Prime Minister's name, it is natural because Japanese Prime Minister often leaves his office. I'm Japanese but even for me, it confused me. Why does that happen so often? I personally think that it is because of Japanese resistance against the government. Japanese people don't say anything directly but they show their thinking by answering questionnaire. When the cabinet's approval rating dropped, Prime Minister can't continue his office. The worst point of often changing Prime Minister is that the policy is not affective or slow for a long time.
(By the way I didn't know what pronoun should I have used when I talk about my country's people. "people", "they",or "we"? Does it depend on my perspective?)
