That is part of the nursery rhyme "Three Little Pigs". It just means chin. No one says this in real life except maybe to a baby. It doesn't have anything to do with being fat. When someone is very fat and has a crease under their chin because of the fat that is called a double chin.
eagerly: like strongly
You do something eagerly because you want to do it, but not always because you like it. You might do your chores eagerly so you can go out with your friends afterward. A similar word is enthusiastically. It shows a lot of energy and initiative.
