What's this phrase?? I read that it was shown in Sep~Nov in 2011 around NewYork.

ああ、それは政見の標語です。
その「99%」は「国の人民を所得順で最低の99%」を指します。
That "99%" is "the lowest 99% of the country by income."
アメリカには所得順で最高の1%は、国の階級をとして合計して、国の人の軽所得の割でみたら、
その割は1970年から6%~9%ぐらい増えました。
In America, if you look at the total income of the highest 1 percent of people as a fraction of the total personal income of the country, that ratio has increased by around 6 to 9 percent since 1970.
そうして一般的な国民は所得が、インフレを抜けるとあまり増えません、という意見があります。
同意な議論も反論も大いに言えます。
And there is the opinion that the average person's income hasn't increased much when adjusted for inflation.
There is a lot more stuff that could be said for and against.
その「Occupy」活動がいう事は、働きのためではなく、
政府に反映、政府の人の利己、汚職、テレビと新聞を買って国民の意見を操ることのせいです。
What that "Occupy" movement is saying is that it wasn't due to hard work, but to influence on the government, the self-interest of public officials, corruption, and buying television and media and manipulating public opinion.
