I have heard "time is money" but I have never heard this phrase. I wish I could tell you.
I think you mean "money is speech." It means that rich people and large companies have more influence in politics, because they can buy advertising and other things to persuade other people. People generally say that as a bad thing, because it gives political power to only a few people.
The wording of the phrase itself comes from the American "freedom of speech.". A company can put all kinds of advertisements on TV. However, a normal guy can't do that. Anyone can say anything, but it costs money to get people to listen.

というと「Language is money」の意味は、「言語を知ればお金を取れる」かもしれない?
Language is Money could mean the words that you say determines if you earn money or not. It would be use more for businessmen and CEO since saying the right/wrong things can affect the business. I never heard of this saying though.

It could mean that, the way you use your speech, determines how much progress you make. Moneywise and statuwise... something like that.
