Snow Under

When I asked my friend from England if he was busy to chat with me on Google plus, he replied "Been a little snowed under this week." I thought in England it's snowing. Then, I replied him, "Wow, is it snowing there? Stay warm" He explained the meaning of the phrase. I am very curious about it, and tomorrow when I Skype with my friend from Texas, American people also use the same expression to him.
