I can do it in Romaji just not hiragana.

えいごがわかりますか？ looks right :x すみません。英語が分かりますか。
I think you can ask, "Eigo daijoubu desu ka?" which can mean, "Are you OK with English?" or "Can I use English?"
Other phrases:
Eigo wo hanase masuka? えいごをはなせますか？
Eigo de hanashite ii desuka? えいごではなしていいですか？
English is OK? (I think all Japanese will understand this sentence although it might not be so fine English.)
