Now I'm looking for to skype friend to learn English.
As matter of fact, practice makes perfect by using skype.
I think conversation need kind of reflection speed.
I supposed this is as same as sport relfection.
so we have to write, chat, talk to foreigner over and over again,
This is the best way to learn foreigne language.
If you have a good sight to look for skype friend,
could you teach me a good site?

I recommend (visiting) two sites.
You want to improve your English, so you are suggesting that you should talk to "foreigners". This is what that means to me:
You might go to Yokohama's Chinatown and find a Chinese national working there and speak with him because he is a "foreigner" (which is strange because he only speaks Chinese and not English, so I wonder how him being a foreigner is going to help you). Or you might go find a Brazilian worker in the car industry in Aichi and talk with him because he is a "foreigner", but since he only speaks Portuguese and Japanese, I am not sure how he will help you with English.
And, because you are looking for a "foreigner", you will NOT speak with a 二世 Japanese who was born and raised in the US and speaks fluent English, and who has now become a Japanese citizen, because this person is NOT a "foreigner".
Of course, I am being really sarcastic.
What I am trying to say is that this is not how an English speaker would use the word "foreigner" in this context. I never say that I want to learn Japanese, so I am looking for a foreigner to practice with. It doesn't make sense. And neither does your sentence. :)
A "foreigner" might only speak Russian or Tagalog or Romanian. Why assume he will be an appropriate language exchange partner because he is a foreigner?
If you talk to me on Skype, why am I the foreigner? Why aren't you the foreigner?
Does it make any sense if we are BOTH foreigners on Skype? What is a native Skype person and a foreign Skype person?
The reason I speak about this is because I think that, when some Japanese use this word in this context, they don't mean 外国人, they really mean 外人 - a word that carries some very unhelpful stereotypes with it.
日本でいう「外人」とは、白人のことでしょう。僕の外見が完璧に外人なら、日本人はパブロフの犬のように英語で話そうとします。
日本人の中でも、「外人」と「外国人」という言葉を特に使い分けてはいないでしょう。けれども、ただ一つ、「外人だ」、「外人だ」というのがむかついてました。
I don't mean to offend you in any way. I am sure you are a really friendly and nice person, and genuinely interested in people from other cultures. It is not to you personally that I say the things above, but to all Japanese who use this word "foreigner" without thinking about it. I hope you will understand. I am just sharing some thoughts and my cultural perspective with you.
