If I get 730 score in TOEIC, can I speak English?

Do you know TOEIC?
TOEIC is famous means for measuring English ability in Japan.Lately, 730 score become absolute requirement in order to work at a Japanese first company.The company is Takeda corporation, pharmaceutical leading company in Japan, which accelerates overseas operations.

However, I think it is ridiculous to measure whether applicants can use English or not by TOEIC.TOEIC is limited in scope of listening and writing.Additionally, answer column is mark sheets. So, a person who can't communicate with English speaker by Skype and Lang-8 is able to take a high score in TOEIC.In fact, I have a high score in TOEIC, but I have difficulty communicating with English speaker.That is why I think it is nonsense for the company to call on applicants to get high TOEIC score.

If TOEIC score is needed in an interview, it is only case a applicant make an appeal that "I am perfect".For example, please look at the above picture.She is selected as Ms.Japanese at Ms Japanese congress of 2011.When I saw the picture, I felt she was perfect.Because she took 990 score (990 is perfect score in TOEIC).

What kind of test is necessary to measure English ability?Please tell me in Japanese.
