I put a space after the dash, and made it a double dash. "The" is good here since it is one specific and known penguin. "A" could also be used, or you could just start with "Fugitive". If you want to make this like a newspaper headline, I would write it "Fugitive penguin still at large in Tokyo Bay". You might ask why I left out "is"? Because of "The".

You capitalized the first letters of fugitive and penguin, and then left the rest of the title in lower case (except for a proper name). You should either capitalize or not :)

A Humboldt penguin that has escaped from Tokyo Sea Life Park (Kasai Rinkai Suizokuen aquarium) in March turned out to be alive and kicking in Tokyo Bay.

Turned could be turns.

I would not use aquarium on the end, since 1) you already gave the English name, and 2) suizokuen means aquarium. I know that this is often done when translating Japanese or other Asian languages into English (e.g. Miyashima for 宮島 when I would prefer to see Miya Island), but I am just not fan of such usage.

There have been are another 30 reports of sightings; staff members are now searching around the mouth of Arakawa River and Edogawa River once or twice a day.
