My text book says
Foreign people who visit Japan are surprised at the fact that many usable things are throw away as a trash.
外国人が日本に着て驚くのはまだまだ使えるものがたくさんごみとして捨てられていることだ。
I think Japanese people pack the commodities exceedingly.
So I should throw away so many things.
PS. "trash", "garbage" and "rubbish".Do all of them have the same meaning?

grammar wise seem fine but I don't know what this means.
"rubbish" can be used like the others but it's usually referring to a smaller quantity of "trash" or "garbage". In all practical cases, you should try to stay away from "rubbish" to refer to things that you should throw away. "rubbish" is actually more commonly used for sayings such as:
"That's rubbish!" <-- "I don't believe you" or "Don't listen to that".
