Today, my hometown was on the TV news. I expected to hear good news, but it wasn't.
My hometown has been suffering from depopulation.
When I was a child, a lot of people lived there. As foresry was still thriivng, there were many lumber factories and a lot of lumbers were placed at the lumberyard.
But after the foreign woods started to be imported, those factoies were getting less and less and at last all of them disappeared.
As young people can't get a good job there, they don't go back to hometown, after graduating from university.
Most of them get a job at a big city or town and live there.
Well, according to the news, recently number of deer has been increasing. They eat farm products, so it's a big problem there. There are a lot of monkeys too, so they also steal farm products.
The mayor of the town said that the budget to solve the problem was cut 85 %, after the new government.
People are trying to use their brain to protect their products, but it hasn't been successful yet.
Now, there are 3300 people at my hometown, and most of them are elderly people. And it's supposed that there are 6000 deer in the town.
How could people fight against those deer?

It is a very serious problem that young people can't get their jobs in their hometown.
But I don't know how to solve the problem...

In answer to your last question, "deer management" is a big and often controversial topic in American towns and cities where deer run amok. There are basically two sides: Hunters and feeders. By that I mean the "hunting mind" wants to "kill 'em ALL before too many of them get hit by cars and kill drivers and passengers when they crash through the windshield." And the "feeders"" "Aw, sweet, innocent deers Come here to our back porch and 'mommy and daddy' will feed you forever!"
Both sides are wrong. In your little town's situation, maybe guys who don't have jobs could come up with a "deer management program." The Japanese Government's Forestry division(?) could come up with the proper balance numbers of the deer (X deer per acre; no more than that).
Then the town's newly established but not yet funded "deer management employees" could either catch them in nets and transport them to wild areas way out of town (or sell them to people who own large, fenced-in hunting grounds to be shot dead by hunters paying a fee to enter the private property), or by killing the proper amount and selling deer meat to pay their salaries.
The only thing worse than killing deer are well-meaning citizens feeding them so they don't know how else to forage for food and watching them slowly starve to death. Each year, maintain the proper number of deer per acre. They multiply in a hurry, often with twins! I am suggesting all this from an American perspective, I realize. It may not work in Japan.

ksn, thank you for your comment. Yes, it's difficult to solve the problem. Our government doesn't concern about such problems. They want to support young people more and don't listen to elderly people.
