I heard that it is relatively easy to obtain the right of permanent residence in the Philippines. Is it true? I did some research.

A person who is 35 years old and above can obtain a Special Resident Retiree Visa (SRRV).

Either of the following three requirements should be satisfied to get the visa:

(1) 50 years old and above, deposit of US$10,000 + monthly pension of US$800
(2) 35 to 49 years old, deposit of US$50,000
(3) 50 years old and above, deposit of US$20,000

If you are 50 years old, in order to get a SRRV you have to deposit only US$20,000 = 約166万円 to a bank in Philippines. In fact it is relatively easy.

The following page said that you have to pay US$360 = 約3万円 every year to maintain the visa.

Are there any advantages for me to get the visa? I'm not sure.
